Four-Pronged Proactive Policing Approach
Since the city incorporated and established RCPD 18 years ago, it has focused on making the community a safe and inviting place for everyone. A 61% decrease in violent crime and property crime between 2004-2019 can be attributed to RCPD's four-pronged policing approach, combined with a culture of innovation, and a hand-picked dedicated policing team.
Community-Oriented Policing
Community-Oriented Policing is a strategy to build relationships with residents and businesses to identify public safety needs and work together to address them.
Crime Prevention
Crime Prevention is a strategy of partnering with residents and businesses to identify and implement ways to deter crime from occurring in our neighborhoods.
Problem Oriented Policing
Problem oriented policing is a strategy where officers are assigned to specific neighborhoods, which results in a better understanding of the needs of neighborhoods within our city, and offers residents and officers an opportunity to get to know each other.
Intelligence-led Policing
Intelligence-led policing is a strategy of consistently reviewing data to help the city focus resources, as well as identify and solve crimes. For example, catalytic converter thefts are a top crime throughout the nation, and RCPD started to see these thefts increase in the city in 2018. RCPD created a program combining data collection with crime prevention to address the increase in catalytic converter thefts
In January 2021, RCPD officers arrested a subject for catalytic converter thefts on felony possession of stolen property, possession of burglary tools, and probation violation charges. In April 2021, East Division deputies and RCPD officers arrested a subject for catalytic converter thefts on forgery and possession of stolen property and burglary tools charges. RCPD continues to monitor trends and adjust the program as needed to ensure its response remains effective.
